Understanding the National AI Policy Framework for Healthcare

Updated: Apr 7

Finally, on March 20, 2026, the White House released a National Policy Framework for AI | Legislative Recommendations (White House, 2026). This framework proposes seven legislative pillars for Congress to focus on to foster new AI innovation legislation. It aims to establish targeted, uniform national regulatory guidelines.

Key Areas of Focus

The key areas outlined in the framework include:

  • Protecting children

  • Supporting American energy dominance for data centers

  • Enhancing intellectual property (IP) protections

  • Ensuring free speech

  • Preempting fragmented state laws

Legislative Recommendation Pillars

This is a snapshot of all seven legislative recommendation pillars, exactly as published:

  1. Protecting Children and Empowering Parents — This includes age assurance, data limits, and parental controls.

  2. Safeguarding and Strengthening American Communities — Focuses on ratepayer protections, fraud enforcement, and small business AI support.

  3. Respecting Intellectual Property Rights and Supporting Creators — Advocates for copyright deference to courts, collective licensing frameworks, and digital replica protections.

  4. Preventing Censorship and Protecting Free Speech — Prohibits government coercion of AI platforms and safeguards First Amendment rights.

  5. Enabling Innovation and Ensuring American AI Dominance — Encourages regulatory sandboxes, federal dataset access, and no new federal AI regulator.

  6. Educating Americans and Developing an AI-Ready Workforce — Promotes apprenticeships, workforce realignment studies, and support for land-grant institutions.

  7. Establishing a Federal Policy Framework, Preempting Cumbersome State AI Laws — Calls for federal preemption of burdensome state laws, with exceptions for child safety, consumer protection, and state government AI use.

Important Notes About These New AI Policy Recommendations

The framework is not a legally binding document. It does not impose enforceable obligations. Instead, it serves as a set of legislative recommendations to Congress.

Notably, it is silent on healthcare AI and insurance AI governance. This means the NAIC AIS Program requirements remain the primary operative framework for payer organizations, regardless of how federal legislation develops.

The Future of AI in Healthcare

As AI continues to evolve, it is crucial for healthcare leaders to stay informed about these legislative changes. Understanding the implications of the National AI Policy Framework can help organizations navigate the complexities of AI in Revenue Cycle Management (RCM).

How will these changes affect your organization? Are you prepared to adapt? Embracing these recommendations can lead to improved compliance, efficiency, and quality in healthcare delivery.

Conclusion

In conclusion, the National AI Policy Framework represents a significant step towards regulating AI in various sectors, including healthcare. As we move forward, it is essential to monitor these developments closely.

Stay tuned for more updates on how these policies may impact our industry.
